SAPP's motion rejected

Nov 17, 2008 (Mon): Sabah Progressive Party (Sapp)'s motion for debate on the proposed 500 km RM 1.5 billion Kimanis-Bintulu gas pipeline in the State Legislative Assembly and Parliament sittings was rejected.

The party’s stand is based on the power of the state to deny access and transit through state land for the trans-shipment of Sabah’s gas resources.

The motion for the debate was moved under Standing Order No. 23 (1) of the Sabah State Legislative Assembly. It was handed to state speaker Juhar Mahiriddin by two Sapp members, Liew Teck Chan (Likas) and Melanie Chia (Luyang) yesterday at the State Assembly building.

No further details were given by the State Assembly and the Parliament House......

PERMOHONAN PENANGGUHAN MAJLIS MENGIKUT PERATURAN 23(1)

Saya Liew Teck Chan, Ahli Dewan Undangan Negeri Sabah, N. 14 Kawasan Likas, merujuk kepada Peraturan 23(1) ingin memohon agar Dewan yang mulia ini ditangguh untuk membincang dan mempertimbangkan agar cadangan pihak Petronas untuk meneruskan penyaluran Gas Petronas (Pipeline) dari Depot Kimanis Sabah ke Bintulu Sarawak sejauh lebih dari 500km dengan memakan belanja mengikut sumber bernilai RM3 billion DIBATALKAN.

Perkara yang tertentu ini adalah satu-satu projek unggul bagi pihak Petronas untuk membangunkan Negeri Sabah khasnya di Kimanis dan di persekitarannya agar Gas Asli ini dapat diguna sebagai Industri Minyak dan Gas untuk mengelakkan proses serta Industri hiliran. Gas Asli yang diterokai dan dipungah hasil dari perairan Malaysia dalam Negeri Sabah adalah sumber Asli Negeri, maka haruslah dilabur balik ke Negeri dibawah Bayu ini.kimanis bintulu oil pipeline 031108

Perkara yang berkepentingan orang ramai ini tentunya dapat menarik Pelaburan dalam negeri serta dari luar Negara akan memberi peluang kepada semua lapisan rakyat terutama kepada Bumiputra Sabah dibidang Pekerjaan serta Perniagaan bagi pertumbuhan Social Ekonomi para Penduduk tempatan.

Dengan keperhatinan kepada rakyat Sabah, tentunya ini akan memastikan serta mempertingkatkan semangat kekitaan yang tinggi terhadap Negeri dan Negara kita.

Perkara ini haruslah diberi penentuan segera demi untuk Rakyat Malaysia khasnya di Sabah agar mereka tidak dihantui dengan Projek Petronas ini, hanya bagi kepentingan Pemimpin tertentu, maka mengabaikan kepentingan Rakayat Malaysia di Sabah yang pada masa kini masih didalam tahap TERMISKIN jika dibandingkan dengan tahap Ekonomi seluruh Negara.

Dewan ini, haruslah juga mempertimbangkan terhadap Intergriti Pucuk Kepimpinan utama Negara. Pengumuman Pembatalan projek Gas Pipeline dari Kimanis ke Bintulu pada penghujung bulan Mei, 2008 di Sabah oleh Y.A.B. Perdana Menteri telah dicabar oleh pihak Petronas pada 11 Jun, 2008 dengan pengumuman bahawa projek tersebut akan diteruskan dan dijangka siap perlaksanaannya pada bulan Mac, 2011.

Atas sebab-sebab yang tertentu, yang mempunyai kepentingan orang ramai serta haruslah disegerakan ini, maka disini saya ingin mencadang.
